I generally only agree with permanent ban on user when all other actions have failed, Normally I would first look at a 6 day ban, however it appears to me that this member is deliberatly trying to make the team look stupid, based on the 10 t0 15 pm's sent to lizvarokshi as well as his posts in suggestions section.
Under these circumstances I have no choice but to agree with the action already taken by lizvarokshi and uphold the permanent ban on this user.
